Does anyone know if there is going to be an enquiry into the criminal waste of money on the Formby Bypass.

A simple relaying, properly of both cycle paths could have been extended to Ince Blundell by now.

Who planned it? Who proposed it? Who okayed it? Who oversaw the tenders? What penalties for delay were written into the contract? Who got the brown envelopes?????
